What is a CDM Principal Designer?

A CDM Principal Designer is the dutyholder responsible for managing health and safety during the design phase of a construction project under the CDM Regulations 2015.

The Principal Designer coordinates health and safety matters during design, ensuring risks are identified, eliminated where possible, and properly controlled before construction begins.

They also ensure designers comply with their duties and that relevant health and safety information is communicated to the wider project team.

Who appoints the CDM Principal Designer?

The client is responsible for appointing the CDM Principal Designer.

This appointment must be made in writing before the construction phase begins. If the client fails to appoint a Principal Designer, the client may take on those responsibilities themselves, as long as they are competent to do so.

What does a Principal Designer do?

The role of the CDM Principal Designer includes:

• Planning, managing and monitoring health and safety during the design phase
• Coordinating designers and ensuring they consider health and safety risks
• Identifying and reducing risks associated with construction, maintenance and future use of the building
• Preparing and updating the pre-construction information
• Assisting the client with their duties under the CDM Regulations
• Ensuring the health and safety file is prepared for the completed project.

What is pre-construction information under CDM?

Pre-construction information (PCI) is information about the site and project that designers and contractors need to plan their work safely.

It typically includes information relating to:

• existing structures
• site hazards
• utilities and services
• ground conditions
• asbestos or hazardous materials
• site access constraints.
